  • Section 2.5 (A)

Bullying occurs when an individual or a group of people repeatedly target another person in a demeaning, physical or verbal manner. Bullying is often attributed to a lack of affection or negligence by a guardian, and as a result, bullies tend to rage out at others. Bullies tend to dominate, blame and manipulate other people. They lack empathy and strength of character, which would lead them to despise those they perceive to be vulnerable. They target weaker people and fail to acknowledge the repercussions of their actions. Bullies, in general, crave supremacy and attention, and this shouldn’t be overlooked. This type of behaviour is something that society teaches them. The mechanism through which we become conscious of social expectations and values are known as socialization. If bullying is accepted as natural during socialization, a person may acknowledge bullying as a natural occurrence, which should not be acceptable.

    Section 2.5 (B)

The Anti-Bullying policy has been put in place to assure that NCIS keeps a supportive, caring and safe environment, free from the fear of being bullied in the workplace.

Persistent bullying can severely inhibit a person’s ability to work efficiently. The effects of bullying can have an impact on a person for their entire life. Therefore, this policy promotes practices within NCIS which reinforces a non-toxic environment and removes and discourages practices that encourage bullying.

    Section 2.5 (C)

    EXAMPLES OF BULLYING:

    • Racist Bullying - Occurs when someone is belittled, mocked, vilified or shamed because of their physical appearance, ethnic background, the way they talk or dress, religious or cultural practices.

    • Homophobic Bullying - Hateful and/or disrespectful comments or actions to/about members of the LGBTQIA+ community.

    • Transphobic Bullying - Bullying based on negative attitudes, views or beliefs about trans individuals. Transphobic bullying also affects people who are not trans but do not conform to gender stereotypes also e.g. pestering someone with questions such as “what body parts do they have” or if they are a “real girl/boy”, using slurs and refusing to use their preferred name and/or pronouns.

    • Sexist Bullying - Being disrespectful and making hurtful comments to someone because of their gender. Refusing to work or cooperate with someone based on their gender.

    • Verbal Bullying - Being mean, teasing someone in a hurtful way, offensive comments, harassing or spamming someone on whisper-chat. Insults or jokes about someone because of their race, religion, culture, sexuality or disability.

    • Social Bullying - Hurting someone’s relationship or reputation. Telling others not to become friends with someone, leaving or ignoring someone in HQ on purpose. Destroying relationships and friendships, embarrassing members in public. Telling lies or stories about someone to make others not like them and spreading rumours about the member.

    • Sexual Bullying - When someone makes inappropriate jokes and unwanted sexual comments or gestures. Making sexually abusive comments about someone.

    • Emotional Bullying - Excluding someone or isolating someone socially. An example is avoiding telling this person about Voice Chat (on Discord), or events that are happening, in hopes that they don’t join. Disrespecting someone based on not having HC, looks, rank or age. Telling someone they are unloved, have no friends, are stupid or a loser etc.

    • Physical Bullying - Stalking or following someone around after they ask you to stop. HR’s abusing their Room Rights and kicking you or muting you without any valid reasoning. Refusing to let someone in through the gates without reason.

    • Cyber Bullying - When Social Media is used to hurt an individual. For instance, by private messages or posting messages/images that can degrade the individual. When chat groups are formed with the intention of gossiping and spreading rumours about somebody. Intruding on a persons privacy by pestering, spying and/or stalking.

    • Disablist Bullying - Saying hurtful things and disrespecting people with physical and mental disabilities e.g. Making fun of someone for have a speech impairment, for having a tic, for using a wheelchair and so on.

    Section 2.5 (D)

Bullying is not tolerated at any time within NCIS or towards any allied members. Consequences and punishments will be given out when an act of bullying occurs. The possible punishments are as follows:

    • Warning (Verbal Warning)

    • Strike x1 (Heavy Warning given)

    • Strike x2 : Demotion

    • Strike x3 : Fired (Depending the severity)

Each action leading up to the consequence depends on the severity of bullying which has taken place. When someone is caught and confronted for their acts of bullying, refusal to cooperate and cease actions will result in a strike x2. If a user refuses to apologise for their actions they will also be given a strike x2 as they will be deemed as uncooperative.

    Section 2.5 (E)

If you feel or suspect someone of bullying yourself or another member within NCIS or allied rooms/forums, please report this to a member of DM (Disciplinary Management) or anyone who is TM+ (Top Management+).
Your report will be kept confidential.

  • Personal Assistant or otherwise known as PA is a widely known addition to the agencies of Habbo. PAs are personally appointed by their higher ranks to assist them in their tasks. However, a PA does not hold the same amount of authority or rights held by the person they are appointed by (Superior) and is not an official rank and/or position. They purely serve their Superior with any assistance they require. Do note that a PA is different from that of a Representative.

    1. Only 4iC+ members are allowed to hire Personal Assistants.

    2. PAs are to be minimally 1 Division Lower than the Superior.

    3. PAs are not entitled to having Admin Rights in any aspect as to what their Superior holds. (RR, Discord Admin, Portal Admin OR Badge Admin).

    5. PAs are not allowed to help their Superior with Unit requirements and classified levels of work.

    6. PAs may only have up to 2 Superiors at maximum, being a Foundation member’s PA is not included in this.

    9. PAs are absolutely voluntary, members may ask for someone to hire them as a PA.

    10. Do not harass someone to hire you as their PA or to be your PA.

    11. PAs are not slaves of their Superiors. Superiors are not to throw their work onto their PAs.

    12. PAs may be sent to attend a meeting with approval from their Superior & Unit iC’s or a Foundation Member.

  • The NCIS website is the resource for everything NCIS. The site contains everything a member of NCIS needs: training scripts, rank lists, rules etc.

The NCIS website is updated regularly and should be checked often for possible changes.

SECTION 5 - ADMIN

  • Badge Admin is privilege given to iC members. The Foundation members will decide on who will be trusted with this title. They will be given BA to the badges up to their promotion limit. Badge Admin members will be given the appropriate role and access to the specific Discord channel.

Badge Admins are responsible of accepting and removing divisional badges. They will not be given BA to any SU/iCTU related badges unless authorized by the Directors/Overseers.

  • Station Moderation is the privilege given to 3iC+ members. Station mods are given the respective badge and discord role. They assist in making sure all the stations are being filled by active members and to send the members who are AFK in a station to FTB.

  • Members ranked Top Management or higher are entrusted with room rights to all the official NCIS rooms including the main HQ. Having rights is an important power within NCIS and is not to be taken lightly. Those who abuse this power will have it taken away. Those who ask for rights will have appropriate action taken against them as outlined in Section 3.

If an RR holder has accidentally ejected an item from base, they must inform the Founding Staff in the #room-rights channel ASAP.

    Section 5.3 (A) - Policy on Trashing:

The Naval Criminal Investigative Service of Habbo does not tolerate trashing of any kind. If any rights holder is found trashing, their rights as well as their rank will be removed and they will not be allowed to work at NCIS anymore. However, accidents sometimes do happen for rights holders which cannot be considered trashing. No touching of any NCIS wired unless approved by Founding Staff. Trashing will also result in a permanent ban and your name being placed on our National Punishment depending on the severity.

    Section 5.3 (B) RR Administration:

In all cases, the RR holder MUST warn the offender before taking an action of muting, kicking or banning a player unless they are part of the BoS/NP list.

    1. Administration of Muting

      • When a person in a room is being abusive in English or another language (Spamming, swearing, being offensive etc.), the best action to take is muting them.

      • If the offending party is a worker at NCIS, it is required that a warning be given out before muting and proper screenshots must be taken.

      • The first mute that should be used is the 2-minutes mute.

      • If the behaviour continues, the rights holder may impose either the 5-minutes mute or even the 10-minutes mute

      • If their behaviour continues after a mute, further consequences can be taken into consideration such as kicking or banning.

      • The rights holder also reserves the right to skip this step and go straight to the administration of kicking if deemed necessary.

    2. Administration of Kicking

      • When someone in the room is being abusive (spamming, swearing, using effects etc.) the rights holder has the responsibility of taking action.

      • This is the second of three courses of action that rights holders can pursue.

      • In the event that the offending party is a worker of NCIS, a warning must be given out before kicking.

      • If that person continues, the rights holder reserves the right to administer a kick to that person.

      • If the person is a worker of NCIS, the worker reserves the right to ask why they were kicked and receive an answer from the kicker.

      • If the offending party is from another agency, the rights holder will take a screenshot and present it to the EA Director or a Foundation member who will then present it to the offending party’s home agency.

    3. Administration of Banning:

      • If the abusive behaviour continues after the rights holder attempts to stop it, then the administration of a ban is in order.

      • The rights holder reserves the right to ban any random trolls and spammers as necessary.

      • A worker of NCIS however may not be banned from any NCIS room (unless fired while doing so)

      • The rights holder may not permanently ban anyone unless they are part of the NCIS BoS list or can prove that they needed to under the circumstances.

      • Permanent ban of those not in BoS list is NOT allowed unless given authorized permission from the Founding Staff.

      • Rights holder is to mention the ban of a member in #room-rights channel along with a screenshot of a warning given to stop their abusive language.

    1. For every rank sale, 70% of it will be used for NCIS funding. 30% of the sale will be the RS commission. (Note: This is ONLY for rank sales and not Diamond Membership, SV or VIP sales).

    2. All Diamond Membership, SV and VIP sales as well as donations will be used for NCIS funding.

    3. If a rank seller is caught abusing this right, their rank selling admin will be taken away and strict disciplinary actions will be taken.

SECTION 6 - VETERANS

  • A Veteran is a former member who had dedicated their time, effort and loyalty towards NCIS. The Veteran status in NCIS can be claimed only by in-Command members after dedicating a minimum of 2 months towards NCIS as an iC member. Veteran status is a privilege and not a right. It is a position awarded to them as a token of appreciation for their hard work towards NCIS. Foundation members will determine whether you will be given a Veteran status or not.

    Requirements:

Must have been an iC member of NCIS for ATLEAST 2 months with no active LOA.

    2. Special role in discord with access to General chats.

    3. Special Visitors badge and role.

Removal of Veteran status may happen due to the following reasons:

    1. Not following the Code of Conduct.

    2. Joining another Agency or Army (Alts included).

    3. Ending up on our or our allies NP/BoS/DnH lists.

    4. Veterans may return and leave NCIS one time only.

Once Veteran status is removed, it cannot be given back.
